What about giving a permanent access to a specific application? (protected by password)

my need is the following - i have an application that is using files that are of 3rd party and ar very expensive.

I need to store those files locally on my client machine but would not lik him to copy/delete/open those files.
I would like to give access to the content of those files only to my application.
